- an investigation of the growth of prices faced by local government, including identifying an appropriate inflationary index, examining major price movements and their drivers, examining the distributional impact of changing prices on different types of local council, and explore movement and possible drivers in real per capita growth.
- comparing the scope of local government and its revenue bases internationally. An extensive economics literature helps explain the allocation of roles and revenue sources across different levels of government.
