This work explores the factors that have led New Zealand to have a high incarceration rate and associated impacts on the capital costs of prisons. The work is broken into two reports: the first discusses the general issues and factors related to exploding prisons populations and costs. The second report, which will be released in late April, explores factors that are particularly relevant to youth offenders.
